You should go read that article. No really, go read that article. Then come back here and I'll feed you some more good stuff from my admittedly skewed perspective.
There's really three(3) basic types of military response to maintaining security in your Sov Space.
NPSI - Not Purple Shoot Instantly
If it's not in your fleet, kill it! This works great for public entities like Spectre Fleet and the now defunct Bombers Bar. Unfortunately, it really doesn't scale, as taking the stance that everybody else in New Eden is your enemy except the idiots you're flying with leads to a very hostile universe, and quantity has a quality that surpasses anything you can fleet up and bring to the table.
NBSI - Not Blue Shoot Instantly
If it's not one of your Blues, kill it! Simple, reasonable, efficient. Anybody who's not friendly, in nullsec and lowsec eve, is probably, in all likelihood, trying to kill you or do you some form of nasty.
Do them nastily, first!
NRDS - Not Red Don't Shoot.
If it's not red (or orange) to you, don;t fire first. For Providence and its affiliates, this status is not determined by personal standings, but by an officially sanctioned Kill-On-Sight (KOS) list. If the entity or individual isn;t on the list, DON'T SHOOT it. While this policy seems on the surface like a simple reverse of the NBSI response, it 's implementation is in fact, extremely complicated.
Some History:
Providence was established under the role-playing auspices of CVA many, many years ago. In that time, NRDS was seen as a way to make Providence different, even "better" than all the other nullsec regions in eve, a shining beacon of security and civilization that stood apart from everywhere and everyone else. A peaceful and prosperous extension of the Amarr Empire, extended to the surrounding lowsec and nullsec regions, sometimes including northern Catch, and known collectively as "Greater Providence", or the area covered by "Operation Delieverance"
Of course, at one point, CVA took the role-playing so far that only Amarrian corporations flying Amarrian ships could be members of CVA, and if you want to laugh about Provi having shit doctrines, consider that CVA once operated a fleet of nothing but Amarr ships. I don;t know about you, but I think somebody didn't get the memo that single-race doctrine as established policy is a shit idea. Want to guess what resistances you needed to tank to survive their incoming DPS? Or where the resistance hole was that you needed to fit for to punch dreadnought sized holes in the fleet? When I came to Providence as a citizen, and not as a part of any of the Holders, I was surprised to learn that some CVA corporations still adhere to the Amarr-only rule for characters joining them. Yeah...
The NRDS Policy of Providence remains effectively the same as it was in 2004, when CVA began putting it into effect. It has survived for longer than most of CVA's friends and allies.
NRDS Today:
The KOS List remains the largest working piece of NRDS implementation to date, with thousands of individuals, Corporations and Alliances classified as KOS, thus set RED to providence and it's inhabitants.
Unfortunately, game mechanics prevent effective implementation of collective standings. Alliances and Corporations have a limited number of slots for standings, so setting all those groups red is a bit difficult. In fact, it's impossible, as the list of entities who have broken the rules in Providence space (not honored NRDS, etc) is so long as to effectively include all of the "big blue donut" and minor power blocs outside the region, and many smaller entities, and potentially thousands of individuals.
If you happen to be a small entity, and hostile to Provibloc, even if you find yourself on the KOS list, there's a pretty good chance that many in Provi won't have you red. This can make for some great sucker-punch style kills where a small gang can tackle and kill targets on gate because it took too much time for somebody to punch them into the KOS List checker and get a result. Or there were no results at all, because the attackers had simply rolled up a new corporation, which would never be listed until proven hostile
For example let's start with a pilot by the name of ButtClownThe3rd who is in a player corporation run by his PVP buddies. Neither the corp nor any of its pilots are KOS (red) to Provi. Now, our example, ButtClownThe3rd flies into Provi with a few pals, bubbles a loaded industrial on a gate and blaps it. He'll be reported red, and his corp will probably be added to the KOS list. So, being red, he's lost the element of suprise, so after a week of killing, heads back to hisec, leaves the corp that's KOS, along with all his PVP pals, and they go and form another. When this new corp, full of hostiles comes into PRovi space, even though they're known killers, chances are, the corp will be no standing. And able to sneak in some kills again.
NRDS, Politics, Adherance:
Not every pilot, Corporation and Alliance in Provibloc follows the NRDS rules to an identical form, despite the wishes of the CVA overlords as stated on their website in the Rules of Providence and their Guide / FAQ.
In short, if you kill a neutral, you are responsible for paying compensation for their losses, assuming they are not on the KOS list, file a complaint with CVA's diplo circle-jerk, and can prove they were not being aggressive. These diplomatic resolutions often seem to be decided in favor of the guy who lost his ship. I've even seen cases where combat logs showing the neutral fired the first shot discounted by diplomats. It's not a perfect system, by any means.
If an agressive individual can't pay, or refuses to pay, it's the responsibility of the Corporation the pilot is a member of to pay. If the Corporation can't or won't, it falls to the Alliance.
In some cases, it's resulted in the expulsion of Holder alliances, and corporations, in recent memormy, this was the cause of the "SOUND War", in which an FC and upper echelon member belonging to Of Sound Mind (SOUND) engaged and destroyed a known friendly Omen Navy Issue out of frustration, and refused to compensate for the loss.
